However, the reason Pine Valley has never hosted a major championship is because it would be unable to accommodate the spectators that would be on the course.

Pine Valley would have to be overhauled in a somewhat significant way, and the folks in charge of Pine Valley aren’t willing to do that. Which you can probably understand why they would be resistant to doing anything major on that particular golf course.
